Disability Equality

Who is a disabled person?

This depends on what view you take.Some people say: the problem is the disabled person, while others say: the problem is the disabling world.

The Council acknowledges that disability is a consequence of barriers that prevent many people from maximum participation in society and the problem is the disabled world. Barriers take little or no account of people who have impairments and may be:

  • Attitudes of people
  • Built environment problems
  • Information and communication issues
  • Organisations’ and institutions’ rules and policies

This is the Social Model approach to disability and was developed by disabled people.  Disabled people are customers of what society has to offer and using the social model this can lead to choice, empowerment, equality of human rights, and integration.

The Disability Equality Scheme (DES) 2006 and the annual reviews show how the council is:

  • eliminating unlawful discrimination;
  • promoting equal opportunities;
  • eliminating disability related harassment;
  • promoting positive attitudes towards disabled persons;
  • encouraging participation by disabled persons in public life.
