Framework development
The current contracts monitoring framework was developed between June 2006 and August 2007 with support from the project development group (view the Project Development Group Terms of Reference (Word 61 KB) including professionals working for Walsall Council and representatives of the independent sector (commissioned service providers).
Based on the recommendations of the project development group the first version of the monitoring forms was produced in February 2007.

Consultation
A copy of the draft 1 version of the forms and a consultation form (Word 95KB) were distributed to each service provider for consultation.
70 service providers returned consultation forms with their views on the proposed framework. In addition, for service providers that wanted to provide a more detailed feedback a consultation workshop was organised. All the feedback was processed and presented to the project development group together with recommendations to amend the monitoring forms - view the feedback received from consultation (PowerPoint 723KB).
Questionnaires were sent to a selection of service users ensuring representation from each category of services commissioned. The questionnaire consulted service users on their preferred method of providing feedback regarding the services they receive from the commissioned service providers. Pilot of the new monitoring framework
As part of the consultation activity all the service providers were offered possibility to express their interest to participate in the pilot stage of the monitoirng framewrok development.
A number of 18 service providers volunteered to pilot the new monitoring framework. A training and support session was organised for them in April 2007. This was attended by 17 participants.
The contracts monitoring team conducted monitoring and support visits to the participants of the pilot to assess how the new framework will work in practice.
Based on the feedback obtained from the pilot stage of the development (PowerPoint file 219KB) a final version of the forms was produced - view the final version of the forms.
A priority list for the phased implementation of the framework was then established and validated by strategic managers within Walsall Council.
