Contracts monitoring
One of the main responsibilities of the contracts monitoring team is to gather and process data and to report information in order to ensure contract compliance of approximately 550 social care services (residential and nursing care, domiciliary care, day care, extra case sheltered housing, independent fostering agencies, other non-residential and community based services) commissioned by the council and provided by independent sector service providers.
Monitoring systems and procedures
In order to fulfil its role the contracts monitoring team manages two main systems:
1. Contracts monitoring framework
A robust and proactive system for gathering qualitative and quantitative information from all commissioned service providers. The tools used for data gathering are:

- Form A(i) - This system was developed between June 2006 and August 2007 with the support of a project development group and through extensive consultation with service users, all service providers, relevant professionals working for Walsall Council or partner agencies. - A simplified version of this system is used to monitor contracts with less than five service users per year or with less than £50,000 per year.
- A series of training and support sessions were organised for in borough service providers before beginning the phased implementation of the new monitoring framework.
2. Concerns management procedure
A reactive procedure for gathering information about concerns that different professionals have regarding the commissioned services - view the Concerns management procedure.
Actions based on performance level
Based on the data gathered through the two systems described above and using additional information from regulatory bodies (e.g. CSCI – Commission for Social Care Inspection) a number of predetermined actions that can be taken by the monitoring team are predefined.
